Project Counsel – Provides advice and counseling on a contract basis for individual major projects to support bidding, contract drafting and negotiations, contract administration, change order management, claims resolution and contract closeout items. Particular expertise involves public contracts, federal acquisition regulations, government procurement, subcontracting and compliance counseling. Chris has worked on the development, procurement and contracting for over $10 billion in projects including contracting for design-build, design-build-operate-maintain (DBOM), project finance and concessions. He represents both private and public sector clients.
Dispute Resolution – Provides claims support with all methods of dispute resolution including dispute review boards, mediations, consensus building, arbitrations, and litigation in state and federal courts and boards of contract appeals. He has served as an advocate for owners, contractors, designers and subcontractors. Chris has also served as a neutral on the American Arbitration Association’s Panel of Arbitrators and Mediators in 1994. He has helped resolve all types of construction contract disputes valued from $5,000 to $40 million, involving capital projects valued over $250 million. Representative services include:
- Arbitrator in private arbitration with mini-trial format agreed to by the parties, involving two separate multi-million claims based on subsurface conditions on a design-build contract for a billion dollar power plant.
- Representing contractors in construction contract disputes in Federal, state and municipal courts and in arbitration and mediation.
- Arbitrator for multimillion contract dispute involving a private operator’s performance on a municipal wastewater treatment plant.
- Advocate for owner in a multi-step dispute resolution process on a $300 million coal gas power project involving the utility, CM and designer. $40 million in disputes resolved.
- Mediator in successful resolution of construction contract dispute for a new school construction between general contractor and school authority.
Construction and Design Claims Analysis – Provides claims evaluations performed on multi-million dollar disputes on construction and design contracts including issues of design defects, scheduling, equipment defects, delay and acceleration, subsurface conditions and labor productivity. Performs neutral claim evaluations for the purpose of collaborative dispute resolution and internal agency and company reviews.
Corporate Counsel – Serves as legal counsel on a contract basis to support corporate counsel needs of clients. Works with businesses which: do not have the size to justify employing a full time corporate legal staff; or need to supplement current corporate legal staff. Through contracted services can help: address peaks in requirements during high volume periods of submitting and negotiating proposals or bids; manage disputes that require additional oversight, understanding and risk analysis; or oversee contracts that require legal analysis of changes and potential claims.
